    Connie Ballantyne, KB0ZSG, one of a few ladies on ham radio, but she
    gave everything she had in the hobby. We were truly saddened to hear
    of her passing, but all the wonderful memories of her will live on forever...for all who met her, knew her, and worked her on the air.

    1) In tribute to Miss Connie, I'm not sure where to start.
    In life and in ham radio, both done with all her heart.
    A virtuous woman, on the air, as fine rubies there.
    Whenever she ran all her nets, she showed she really cared.

    2) Her Dad a ham before her birth, so natural for her to be.
    She loved to solder circuit boards, electronics there to see.
    Involved in ARES, RACES, CERT, Skywarn Spotting, too.
    Public Service communications, that she loved to do.

    3) She started D-Star long ago, and on it, she got hooked.
    The International D-Star Net, to find her, there you looked.
    Echolink was done in her shack, along with other modes.
    A joy to hear her on the air, on all the DX roads.

    4) Appreciated all her Elmers, who helped her through the years.
    It was a joy, on the all nets, when her voice, appeared.
    It was truly sad the day, when we heard that she was gone.
    But, her legacy, special there, forever, will live on.

    5) If a title could be given, to Miss Connie, there.
    The Queen Of D-Star, it would be, her joy, forever shared.
    God Speed, Miss Connie, even though, you're now, SK.

    Field Day (27/28 June) is less than three weeks away, are you, your team
    and /or club ready?

    This year with COVID-19 being ready for Field Day takes on a new level
    of meaning and complications. Many clubs have cancelled meetings and
    many of us may be feeling more comfortable competing from home or some
    remote location as a single operator. Due to this the ARRL has made some modifications to Field Day participation rules for this year only. You

    Speaking of getting ready for Field Day, give some thought to reaching
    out to those you and your club helped get their ticket recently. Extend
    them an invitation and help get them on the air, if you are comfortable
    with being around others.For many this could be their first ever
    contact, for others it may provide the spark to upgrade.

    This year due to COVID-19 I will be working with my home club for Field
    Day. We are hoping to have many of the young scouts the club has been
    helping to receive their licenses while working on the Radio Science
    Merit Badge.

    ARRL Contest Program Issues Field Day 2020 FAQ
    06/09/2020

    The ARRL Contest Program has released some Frequently Asked Questions
    related to the Field Day temporary rule waivers. On May 28, the ARRL
    Programs and Services Committee (PSC) adopted these provisions only
    for the June 27-28, 2020, event:

    (1) Class D stations may work all other Field Day stations, including
    other Class D stations, for points, and

    (2) an aggregate club score will be published, which will be the sum
    of all individual entries that indicate a specific club. Contact the
    ARRL Contest Program with any questions related to Field Day 2020.

    Q: Several of our club members are going to operate independently and
    wish to attribute their scores to the aggregate club score. What call
    sign should they use?

    A: Participants should use their own call signs. Except for Class C
    (mobile) entries, all transmitters, receivers, and antennas must be
    located within a 1,000-foot-diameter circle may operate using a single
    call sign. This prohibits the use of a single call sign from more than
    one location. Under the 2020 waiver, those operating from home,
    including backyard operations, must use their own station call signs.
    Multiple home stations operating with a club call sign or modified club
    call sign, such as W1AW-1, W1AW-2, W1AW-3, etc, are not allowed.

    Q: How does my club submit an aggregate club score? Does the club need
    to add up each participating member's scores and submit a club entry
    with the aggregate score under the club call sign?

    A: Each participant will submit his or her own independent entry under
    his or her call sign. ARRL will calculate the aggregate score based
    upon the club name entered on the official Field Day entry form via the
    web applet (preferred method) or on the paper Field Day entry form. In
    order for results to be tabulated correctly, all club participants must
    enter the club's official name exactly the same, avoiding abbreviations
    or acronyms. This is important!

    Q: Our group is still planning to operate at the usual Field Day site,
    but some members do not feel comfortable gathering in a large group this
    year. Can we still submit an entry using the club call sign, as well as
    have members operating from home using their own call signs?

    A: Yes. If your club is still hosting a group Field Day effort, it will
    submit an entry as usual, using the club call sign. Club members operating
    at home will submit separate entries with their own call signs and will
    enter the club name on the entry form for club aggregate scoring.

    Q: Can a club member operate from home using the club call sign?

    A: Yes, but the call sign may only be used in one location. The member
    must receive permission from the trustee of the club call sign.

    Q: Our club normally enters Field Day in Class A. If we operate from our
    home stations, in which class should individual members enter in order to
    be included in the aggregate club score?

    A: Each member will operate independently and will submit the entry using whatever class that applies to their operation. Typically, home stations running on commercial ac power are Class D, while home stations running
    on battery, solar, generator, or the like (i.e., not from ac mains) are
    Class E. When the results are published, each club member will be listed
    in the results under the class in which they operated. For 2020 only,
    aggregate club scores will be listed by the club name in a separate
    listing.

    Q: Our club will have 10 members operating from home as Class D stations. Should they worry about working the same station on the same band and mode (duplicates)?

    A: Because members are operating as separate entries using their own call signs, the contacts are not considered duplicates.

    Q: Does the club need to be an ARRL-affiliated club to participate in
    Field Day?

    A: No. All clubs and groups are welcome to participate in ARRL Field Day.

    Q: How will bonus points be calculated for the aggregate club scores? Can individual club members still earn bonus points?

    A: All individual scores, including bonus points, will be added together
    to determine the aggregate club score. Refer to the complete rules to
    determine eligibility for bonus points.

    Greetings fellow ARRL Members,

    We are in the final days of preparing for the largest Amateur Radio
    Event of the Year... FIELD DAY. 2020 will be one of the most interesting
    and challenging years for Field Day events. The ARRL rules committee has modified the rules for this year only to encourage all of us to
    participate.

    I received this great summary of the rule and modifications for class
    "D" for 2020 from the Bella Vista Radio Club in their monthly news
    letter about Field Day, and wanted to pass it on as an encouragement if
    you were on the fence about participating. Don't overlook the modification
    for Club Log Submissions this year either. Just get off the fence and participate for the full event or only an hour, it's great fun.

    Of course, most FD operations are portable stations. If you wish to
    operate your own private portable station, or with a smaller group to
    maintain acceptable social distancing, be sure and follow all CDC,
    federal, state, and local laws, ordinances and guidelines. For your

    The classes for the Field Day contest are as follows (this is a
    summary - see the complete FD rules on the ARRL website):

    Class A - A club or non-club portable station operating completely
    independent of commercial power mains. The power source for the
    station(s) would be a generator, solar, etc.

    Class A / Battery - All contacts must be made using an output power of
    5 Watts or less and the power source must be something other than
    commercial power mains or motor-driven generator (e.g.: batteries, solar
    cells, water-driven generator).

    Class B - A Field Day station set up and operated by no more than two
    persons.

    Class B / Battery - A Field Day station set up and operated by no more
    than two persons. All contacts must be made using an output power of 5
    Watts or less and the power source must be something other than
    commercial mains or motor-driven generator. Other provisions are the
    same for Class A except it is not eligible for a GOTA or free VHF
    station. One and two person Class B - Battery entries will be listed separately.

    Class C - Mobile station. Stations in vehicles capable of operating
    while in motion and normally operated in this manner. This includes
    maritime and aeronautical mobile. If the Class C station is being
    powered from a car battery or alternator, it qualifies for emergency
    power but does not qualify for the multiplier of 5, as the
    alternator/battery system constitutes a motor-driven generating system.

    Class D - Home station. Stations operating from permanent or licensed
    station locations using commercial power. (Suspended for 2020, See
    Temporary rule waver)
    Class D stations may only count contacts made with Class A, B, C, E
    and F Field Day stations.

    Temporary rule waiver: For Field Day 2020 only, Class D stations
    may work all other Field Day stations, including other Class D stations,
    for points. Field Day rule 4.6 defines Class D stations as "Home
    stations" - including stations operating from permanent or licensed
    station locations using commercial power. Class D stations ordinarily
    may only count contacts made with Class A, B, C, E, and F Field Day
    stations, but the temporary rule waiver for 2020 allows Class D stations
    to count contacts with other Class D stations for QSO credit.

    Class E - Home station/emergency power. Same as Class D, but using
    emergency power for transmitters and receivers. Class E may work all
    Field Day stations.

    Class F - Emergency Operations Centers. An amateur radio station at
    an established EOC activated by a club or non-club group. Class F
    operation must take place at an established EOC site. Stations may
    utilize equipment and antennas temporarily or permanently installed at
    the EOC for the event. Entries will be reported according to number of transmitters in simultaneous operation. Class F stations are eligible
    for a free VHF station. At Class 2F they are also eligible for a GOTA
    station.

    So, from the above classes descriptions, you DO have some options for
    operating Field Day this year.

    Perhaps you might want to stay completely safe and operate from your
    home QTH (Class D).

    Or, if you're operating from home and have a generator that you
    haven't used in a while, now's a good time to fire it up for an
    operation check, and let it do a little work for you (Class E).

    Or, you may want to have a friend over and setup a portable station in
    your back yard (Class B).

    Or, you may want to host a small group in the back yard with a portable
    station - adhering to CDC guidelines ΓÇô and run the station off
    commercial power, so as not to annoy the neighbors with a generator
    running (Class A, Commercial).

    There are numerous options you can implement, if you so choose.

    The following is from Steven Reiners, KC9SIO, Net Control for both
    the Illinois D-Star Net, and the KB0ZSG International D-Star Net.

    1) The Illinois D-Star Net, which meets on Wednesdays, at 10pm
    Eastern, 9pm Central, 8pm Mountain, and 7pm Pacific Time, is
    MOVING from REF 1B to REF 51D, effective with the July 22, 2020
    net.

    Many hams had been "parking their hotspots" on REF 1, and as a
    result, they were getting banned from the reflector. So, after
    research, Steven has decided to MOVE the Illinois D-Star Net
    from REF 1B to REF 51D -- effective on July 22, 2020.

    2) For now, the KB0ZSG International D-Star Net (in memory of
    the late Connie Ballantyne, KB0ZSG (SK)), will REMAIN on REF 1C
    on Sundays, at 8pm Eastern, 7pm Central, 6pm Mountain, and 5pm
    Pacific Time. That net lasts several hours, and can get as many
    as 150 checkins.

    For further information on either of these nets, please contact
    Steven Reiners, KC9SIO.

    I have updated this item in the file of Selected D-Star, D-Rats,
    and Echolink Nets, with links to DMR, CQ100, D-Star HF, and
    HamSphere Nets. Right now, the nets are about split between
    70 Echolink and 70 D-Star Nets, and some D-Rats Nets thrown in
    for good measure...bringing the total to nearly 150 nets in a
    given month....with daily, weekly, and monthly nets. If this
    isn't enough for the "net hoppers", it never will be.

    There is also an Excel Spreadsheet, for converting your favorite
    net times to UTC Time, if that's what you operate in your shack.
    You will need Microsoft Office/Excel, LibreOffice, or OpenOffice,

    Two things to note in this regard. First, not every ham radio
    operator uses UTC Time, and many of the nets (especially those
    originating in the US or its territories) operate on prevailing
    local time...and that time does NOT change, no matter the time
    of year.

    If these nets are NOT in Arizona, Hawaii, or areas that stay on
    Standard Time year round, the UTC Time for these nets will CHANGE
    with the switches to and from Standard Time, and Daylight Savings
    Time.

    For the other files in PDF format, an appropriate PDF viewer
    is required to view/print the files.

    Do you have D-RATS installed and working, but are still looking to learn
    about the interesting details beyond the basic chat capabilities?

    Things such as the mapping capabilities, forms, filters, and QSTs.

    If so, please send a separate email to Lew Maxwell, KB5HPT at arrl.net

    The current plans are to have three or four one hour sessions to practice
    the various features, especially the new ones available in the latest
    release. These are very interactive exercises, so this session will be
    limited to about 15 participants. Current plans are to start Friday,
    July 24th, with a 7:00-8:00 PM MDT session, continuing on Saturday, July
    25th from 3:00-4:00 PM MDT, and then again on Sunday, July 26th from
    3:00-4:00 PM MDT. The third session on maps is fairly long, so a fourth
    session the following weekend, on Sunday, August 2nd, from 3:00-4:00 PM MDT
    is likely. Final details will be sent out to those registered.

    If you don't have the latest version of D-RATS installed, or are new to
    the program, you need to get it installed ahead of time. There are two
    good places to get the distribution files.

    One is at https://groups.io/g/d-rats

    While the other is on the github web site.

    There is one file for Windows, and another source code file for Linux installations.

    On the groups.io site, you need to have an account, be logged in, and
    be a member of the "d-rats" group to access the files in the folder
    "D-RATS Program Files". So if needed, create an account, and then join
    the d-rats group.

    There are other files and folders in the file section, with helpful
    reference documents as well.

    There is an installation guide as part of the distribution - look for
    a Readme.md file, and a wiki on the github web site with more details.

    These are the latest releases of the programs, and include many repaired features, as well as some new features. Windows 10 and Linux are well supported, and the Python source code is there if you want to try other platforms.

    The original programming by Dan Smith, KK7DS, has been updated by
    Maurizio Andreotti, IZ2LXI, with help from others. They have also
    started a wiki on the github site, with lots of useful information.

    Once you get the program installed, then just enter your call sign -
    the preferences are fairly detailed, and Lew will be going over how
    to set everything up.

    As a side note, I am running D-Rats 0.3.9 under Windows 10 64-bit.
    While I don't use the "email" or Winlink features with the program
    (I use my personal GMail account, and WinLink Express, respectively),
    I use the program during nets, and at other times as well. Unless there
    are thunderstorms in my area, or my internet/power is out, my D-Rats
    setup is up all the time...look for WX4QZ.

    Welcome to August,

    Mike (KB5WBH) provided the following update of the ADEM WinLink
    Communication Status yesterday 1 Aug 2020. Please make note of
    this change and adjust as necessary for Emergency Communications.

    As of today Winmor was removed from KB5LZK at the Arkansas Division
    of Emergency Management in Little Rock. Winmor is being dropped by
    Winlink. It was always going to be replaced by ARDOP and they asked
    us to phase out Winmor.

    The current modes that are supported at KB5LZK are Pactor I,II and
    III, ARDOP and VARA.

    FCC Proposes to Reinstate Amateur Radio Service Fees

    Amateur radio licensees would pay a $50 fee for each amateur radio
    license application if the FCC adopts rules it proposed this week.
    Included in the FCC's fee proposal are applications for new licenses,
    renewal and upgrades to existing licenses, and vanity call sign
    requests. Excluded are applications for administrative updates, such
    as changes of address, and annual regulatory fees.

    The FCC proposal is contained in a Notice of Proposed Rulemaking (NPRM)
    in MD Docket 20-270, which was adopted to implement portions of the
    "Repack Airwaves Yielding Better Access for Users of Modern Services
    ActΓÇ¥ of 2018 - the so-called "Ray Baum's Act."

    The Act requires that the FCC switch from a Congressionally-mandated
    fee structure to a cost-based system of assessment. In its NPRM, the
    FCC proposed application fees for a broad range of services that use
    the FCC's Universal Licensing System (ULS), including the Amateur
    Radio Service that had been excluded by an earlier statute. The new
    statute excludes the Amateur Service from annual regulatory fees, but
    not from application fees.

    "[A]pplications for personal licenses are mostly automated and do not
    have individualized staff costs for data input or review," the FCC
    said in its NPRM. "For these automated processes - new/major
    modifications, renewal, and minor modifications- we propose a nominal application fee of $50 due to automating the processes, routine ULS maintenance, and limited instances where staff input is required."

    The same $50 fee would apply to all Amateur Service applications,
    including those for vanity call signs. "Although there is currently
    no fee for vanity call signs in the Amateur Radio Service, we find
    that such applications impose similar costs in aggregate on Commission resources as new applications and therefore propose a $50 fee," the FCC
    said.

    The FCC is not proposing to charge for administrative updates, such
    as mailing address changes for amateur applications, and amateur radio
    will remain exempt from annual regulatory fees. "For administrative
    updates [and] modifications, which also are highly automated, we find
    that it is in the public interest to encourage licensees to update
    their [own] information without a charge," the FCC said.

    The FCC also proposes to assess a $50 fee for individuals who want a
    printed copy of their license. "The Commission has proposed to eliminate
    these services - but to the extent the Commission does not do so, we
    propose a fee of $50 to cover the costs of these services," the FCC said.

    The Ray Baum's Act does not exempt filing fees in the Amateur Radio
    Service. The FCC dropped assessment of fees for vanity call signs several years ago.

    Deadlines for comments and reply comments will be determined once the
    NPRM appears in the Federal Register. File comments by using the FCC's Electronic Comment Filing System (ECFS), posting to MD Docket No. 20-270.
    This docket is already open for accepting comments even though deadlines
    have not yet been set.
