It is a random check. When your ticket is checked, the ticket
scanning device randomly selects a few for ID check, and the IDs of
those picked are checked. Not everyone's ID is checked. If one
fails to produce an ID, one may be put off the train at the next
stop.

The last time I took that train, the Capitol Limited, since it was
(and still is) a night train those who were going all the way to
Chicago were put in rail cars in which there would be no interruptions
such as announcements of intermediate stops or ticket checks. I hope
that's still the case. Needless to say, I don't want to be put off
partway through the trip. What a profoundly anti-consumer thing to
do. No wonder they're always in financial difficulty.
What's their rationale for doing that?
