As google says and I also remember: support was already for Win95 OSR 2.1 and .
Win98 - stable USB I would say was since Service Pack 3.x

Everything is very simple. There are drivers for Windows 95/98 and for Dos. I commend using DOS drivers since Windows 95 is just a Dos shell.
