    Was USB support added by the time that Windows 98 SE was released, or was
    that feature not included until ME was released?

    As google says and I also remember: support was already for Win95 OSR 2.1 and on.

    Win98 - stable USB I would say was since Service Pack 3.x

    I remember keeping an OSR2 CD handy for re-installs. USB support was
    pretty spotty back then, I think all I ran was a USB scanner at that
    point.

    Everything is very simple. There are drivers for Windows 95/98 and for Dos. I recommend using DOS drivers since Windows 95 is just a Dos shell.

    I have not tried the update suggestion yet but what I can tell so far with
    98SE is that it seems to know what a USB port is but does not contain any generic drivers that allow it to "just work" like more recent versions of Windows have and, IIRC, linux always seemed to have.

    So you have USB ports that 98SE sort of knows about but that you cannot
    really use for anything unless you have the specific driver for your
    hardware.
