they recognize, what you do to others, others can justify doing
to you. Al Qaeda may not recognize it, but Russia would, as
would a lot of other countries.

Yes. In war the law against killing other people dead is
pretty much modified, and a feeling of guilt is not always
absent.
Other soldiers, other people with guns, but killing unarmed
civilians can still get you tired, convicted, and even executed.
