"Whoso killeth any person, the murderer shall be put to death by the
mouth of witnesses: but one witness shall not testify against any
person to cause him to die."
Numbers 35:30, KJV

"At the mouth of two witnesses, or three witnesses, shall he that is
worthy of death be put to death; but at the mouth of one witness he
shall not be put to death. The hands of the witnesses shall be first
upon him to put him to death, and afterward the hands of all the

This is why in Acts chapter seven, where Stephen is stoned to death,
(which the Apostle Paul witnesses), we read:

"And cast him out of the city, and stoned him: and the witnesses laid
down their clothes at a young man's feet, whose name was Saul. And they
stoned Stephen, calling upon God, and saying, Lord Jesus, receive my
spirit. And he kneeled down, and cried with a loud voice, Lord, lay not
this sin to their charge. And when he had said this, he fell asleep."
