• More On Guam's Bill 389

    As you can imagine, Bill 389 is currently front and center news in our local media. Hopefully, the governor will sign it into law soon. I wanted to share with you another comment that I just posted in response to an article that appeared in this morning's edition of the PDN -- Pacific Daily News:

    I'm sure that everyone here realizes that Bill 389 is not a cure-all for drunken driving and fatalities on Guam, but it's clearly a step in the right direction. My main concern -- as this article states -- is enforcement. Without real, consistent enforcement, this law has no teeth, and that's what worries me. We see so many bills which are signed into law by the US
    president, as well as by so many other self-serving US politicians, but they are meaningless without enforcement. Let's face it; politicians are
    notorious for grandstanding. They will make promise after promise, and
    promote one bill after another, but it's all for mass consumption and public appeasement, in order to win support, and ultimately, votes. I truly hope
    that this is not the case with Bill 389. It's difficult to change human
    nature. People will always drink, and people will always get drunk; but remember this:
