The line editor is usually built-in to the BBS software, and can be the default. Most places also have an option of one or more Full Screen
Editors available... one just has to check out the user configuration
(if not offered as part of the new-user process, or if not taken then).
As Richard said, it's useful for those who aren't using the ANSI, too,
which is still the case for some.
