First:

Programs and Features -> Turn Windows Features on or off -> Legacy Components

Enable NTVDM

Second:

Open "Command prompt"
Right click over title "Command prompt" and select "Properties"
Select "Use legacy console (requires relaunch)", then "Accept"
Close and re-open "Command prompt" to test.
