I don't think you can have read-only members in a telegram group.
You can mute users so that they are still able to be in the group but can't post.
I don't see a mute user option. Are you using a special bot
to manage a group or users?

I've only just recently added the Rose bot
to my BBS TG group and being able to mute users is one of the options.

"Mute"! Nice euphemism. What you mean is `censor'!
Tagline;
"Did you know the Washington Redskin's logo was designed by a Native American?
Walter "Blackie" Wetzel, chairman of the Blackfeet nation, and president of
the National Congress of American Indians had the idea to put the head of a
Native American chief on the Redskins' helmets in 1971."
"It made us all so proud to have an Indian on a big time team. Its only a small group of radicals who oppose those names. Indians are proud of Indians."

No. I'm not real big on censorship. As long as it's on-
topic there's no reason folks shouldn't be able to say
what they want. I'm more talking about spam that doesn't
belong, or links to pictures and sites with no context to
back it up.
